一、项目建设背景

G5517益阳至常德高速公路扩容工程为国家高速公路项目,起点与起于长益高速扩容线笔架山互通相接,终点与二广高速相接,是我省连接赣、川、贵三省的重要纽带,也是长株潭通往张家界、吉首两地的重要高速通道。

二、项目前期工作

工可报告已编制完成并上报交通运输部。

三、项目建设内容

路线起于长益高速扩容线笔架山互通,经兰溪镇、沙头、鹿坪镇、安乐镇、汉寿县城北侧,过新兴后于芦荻山互通接二广高速(常德东环)。同步建设必要的互通式立交、连接线、交通工程和沿线设施。按照双向六车道高速公路标准建设,设计速度120公里/小时 ,路基宽度34.0米,主线全长约94公里。

四、项目建设投资

本项目估算总投资约192亿元。根据交通运输部“十三五” 投资补助政策,拟争取按主线工程静态投资的28%为上限对项目安排车购税专项资金,初步估算部拟安排车购税专项资金上限为51.16亿元,用于政府资本金注入、建设期投资补助。

I. Project Background

The Expansion of Yiyang-Changde Expressway of G5517 is a national expressway project.

It starts at Bijiashan Interchange of Changsha-Yiyang Expressway Expansion Line, and ends at Erenhot-Guangzhou Expressway in Changde. It is not only hub that links Hunan with Jiangxi, Sichuan and Guizhou, but also an important high-speed passage from Changsha, Zhuzhou and Xiangtan to Zhangjiajie and Jishou.

II. Preliminary Work

The feasibility study report of the project has been prepared and submitted to the Ministry of Transport.

III. Project Content

It starts at Bijiashan Interchange of Changsha-Yiyang Expressway Expansion Line, and meets Erenhot-Guangzhou Expressway in Changde at Ludishan Interchange after passing by Lanxi Town, Shatou, Luping Town, Anle Town and the north of Hanshou County. Necessary interchanges, connection lines, traffic engineering and facilities along the route will be constructed concurrently.The route is about 94 kilometers long. It will be a two-way six-lane expressway with the design speed of 120km/h and the roadbed width of 34.0 m.

IV. Project Investment

The project investment totals RMB 19.2 billion. According to investment subsidy policy of the Ministry of Transport (MOT) during the"13th Five-year Plan" period, the vehicle purchase tax special funds will be arranged for the project based on the upper limit, i.e. 28% of the static investment of the main route works. It is preliminarily estimated that the upper limit of vehicle purchase tax special funds to be arranged by the MOT is RMB 5.116 billion, which will be used as government capital injection and investment subsidy during construction period.

The project has good national economic benefits, it can give impetus to the development of local resources, promote the development of local economy, and has strong financial profitability.

PPP mode is proposed for investment attraction. 新化至新宁(武冈)高速公路

G59新化至新宁(武冈)高速公路为国家高速公路项目,路线总体呈南北走向,起点与新溆高速公路相接,终点与洞新高速相接,是G59呼和浩特至北海高速公路的重要组成部分。

路线起于新化县,终于新宁县。同步建设必要的互通式立交、连接线、交通工程和沿线设施。路线全长约190.6公里。路线方案正在论证中。

本项目总投资约285.5亿元(以发改委批复工可为准)。

G59 Xinhua-Xinning (Wugang)Expresswayis a national expressway project. The route is generally north-south. The starting point is connected with the Xinhua-Xupu Expressway and the end point is connected with the Chengbu Branch Line. It is an important part of the G59 Hohhot-Beihai Expressway.

II. Preliminary Work

The feasibility study report of the projecthas been prepared.

III. Project Content

The expressway starts atXinhua County, and ends at Xinning County. Necessary interchanges, connection lines and transportation facilities will be constructed concurrently and the route is about 190.6 km long. And the detailed plan is being demonstrated.

IV. Project Investment

The project investment totals RMB 28.55billion (subject to the FSR approved by the NDRC).

V. Benefit Analysis

The project has good national economic benefits, it can give impetus to the development of local resources, promote the development of local economy, and has strong financial profitability.

VI. Cooperation Way

PPP mode is proposed for investment attraction. The expressway starts at Zhangjiajie City and ends at Guanzhuang Town, Yuanling County. Necessary interchanges, connection lines, traffic engineering and facilities along the route will be constructed concurrently. The total length of the route is about 83 km. And the detailed plan is being demonstrated.

炉红山(湘鄂界)至慈利高速公路为国家高速公路项目,路线总体呈南北走向,起点位于湘鄂两省交界的炉红山,终点与常张高速相接,是国家高速公路网G59线(呼和浩特—北海高速公路)的一段,也是纵贯湖北省西部地区和湖南省西北部地区的一条省际通道。

路线起于湘鄂两省交界的炉红山,接在建的呼北高速宜都(全福河)至鄂湘界段,经太平、百丈丘、维新、国太桥、东岳观、林家台,终于慈利县西张家山,接已建的呼北高速慈利至张家界段。同步建设必要的互通式立交、连接线、交通工程和沿线设施。路线全长约80公里。

本项目总投资约135.9亿元(以发改委批复工可为准)。

It starts at Luhongshan in the border area of Hunan and Hubei, and its end point is connected with Changde-Zhangjiajie Expressway. Necessary interchanges, connection lines, traffic engineering and facilities along the route will be constructed concurrently. The total length of the route is about 80km.

路线起于城步苗族自治县儒林镇(接已建高速公路),终于五团镇双田(湘桂界)(接规划高速公路)。同步建设必要的互通式立交、连接线、交通工程和沿线设施。路线全长约52.5公里。路线方案正在论证中。

本项目总投资约95.1亿元(以发改委批复工可为准)。

The route is generally north-south, connecting Wugang-Jingzhou Expressway (Chengbu Branch Line) in the north and Beizi River (Border Area of Hunan and Guangxi)-Longsheng Expressway in the south.

III. Project Content

The expressway starts at Rulin Townin Chengbu Miao AutonomousCounty(connecting to the already-built expressway), and ends at Shuangtianin Wutuan Town (border area of Hunan and Guangxi). Necessary interchanges, connection lines and transportation facilities will be constructed concurrently and the route is about 52.5 km long. The routeplan is being demonstrated.

攸县抽水蓄能发电项目

YouxianPumpedStoragePowerGenerationProject

一、项目建设背景

目前株洲市已有大量风能、太阳能光伏发电等新能源项目投入使用,但发电稳定性和连续性较差,需优化能源结构,进行调峰和储能来确保电网的稳定运行。经勘探测量、普查筛选,攸县抽水蓄能电站于2012年被国家能源局确定为湖南省新建抽水蓄能电站推荐站点。项目上水库位于黄丰桥镇广寒坪村,集雨面积3.86KM2,正常蓄水位620M,死水位600M,调节库容761万M³,主坝最大坝高38.5M;下水库位于皇图岭镇山关村,集雨面积11.33KM2,正常蓄水位212M,死水位180M,调节库容752万M³,主坝最大坝高56.5M;上、下水库进/出水口水平距离约为2340M,电站平均水头402M,距高比5.82,具备良好的抽水蓄能发电条件。

二、项目前期工作

目前长株潭地区已有长沙黑麋峰抽水蓄能电站投入使用,电站总装机容量1200MW,已有效提高了周边电网的调峰、填谷、调频、调相能力,提高了电网的运行稳定性。本项目已获得湖南省人民政府、省发改委和省能源局支持,除享受国家、省、市出台的有关奖励扶持政策外,攸县人民政府还将采取“一事一议”办法给予支持。

三、项目建设内容

项目拟采用设计、建设、运营三位一体运作模式。项目总装机容量120万KW,安装4台单机容量为30万KW的单级立轴单转速混流可逆式水泵水轮机组。

四、项目建设投资

项目总投资50亿元。

五、项目效益分析

项目建成后年发电量15亿度以上,年均拉动地方GDP近30亿元。

I. Project Background

At present,a large number of new energy projects such as wind energy and solar photovoltaic system have been put into use in Zhuzhou City. Nevertheless, due to the poor stability and continuity of power generation, it is necessary to optimize the energy structure as well as implement peak load regulation and energy storage to ensure the stable operation of the power grid. After exploration survey and screening,YouxianPumpedStoragePowerStationwasidentified asthe recommended site for the newpumped storage power station in Hunan Province bythe National Energy Administration in 2012. The upper reservoir of the project is located in Guanghanping Village, Huangfengqiao Town, with a rainwater collection areaof3.86km2, a normal water level of 620m and a dead water level of 600m. The regulated storage capacity is 7.61 millionm³ and the maximum dam height of the main dam is 38.5m. The lower reservoir is located in Shanguan Village, Huangtuling Town, with a rainwater collection areaof11.33km2, a normal water level of 212m and a dead water level of 180m. The regulated storage capacity is 7.52 millionm³ and the maximum dam height of the main dam is 56.5m. The horizontal distance between the inlet/ outlet of the upper and lower reservoirs is about 2340m, the average head of the power station is 402m and the spacing height ratio is 5.82. Good conditions exist for pumped storage power generation.

II. Preliminary Work

At present, Changsha Heimufeng Pumped Storage Power Station with a total installed capacity of 1,200MWhas been put into use in Changsha-Zhuzhou-Xiangtan Area, which has effectively improved the capacity of peak load regulation, valley filling, frequency modulation and phase modulation of the power grids in surrounding areas, and improved the operation stability of the power grids. The project has been supported by the People's Government of Hunan Province, the Provincial Development and Reform Commission and the Provincial Energy Bureau. In addition to the relevant incentive and support policiesgranted by the state, the province and the city, the People's Government of Youxian County will also adopt"one project, one discussion" approach to support it.

III. Project Content

The project plans to adopt the trinity working mode of design, construction and operation. The total installed capacity of the project is 1.2 million kW and 4 single-stage vertical shaft single-speed mixed-flow reversible water pump turbine unitswith a unit capacity of 300,000KW are installed.

V. Benefit Analysis

After the completion of the project, the annual power output will be more than 1.5 billion kwh, and the annual GDP will be nearly RMB 3 billion.

株洲智能轨道交通系统一期工程项目

Phase I Project of Intelligent Rail Transit System in Zhuzhou

一、项目建设背景

2017年6月2日,全球首列智轨列车在株洲首发,可载客超过500人,最高时速70公里;2017年10月23日,株洲市首条智轨体验线开通,社会反响强烈。前来考察智轨列车的团体超过150批次。为了进一步推动产业发展,解决“城市病”,提升株洲市在全国轨道交通领域的地位,打造株洲市城市名片,株洲市政府拟进行智轨工程建设。

二、项目前期工作

截止目前,项目已完成规划方案,并通过投资决策委员会和规委会审定。项目整体招商方案已完成编制,报政府待审定。项目体育中心至大剧院段已建成;湖南工大至向阳广场段已完成工可报告编制,准备进行项目评审。

三、项目建设内容

项目拟分三期建设:一期工程建设湖南工业大学-株洲火车站智轨系统和新华桥-向阳广场智轨系统(含体育中心至大剧院智轨系统);二期工程建设建设路快速公交系统(清水广场至渌口,可考虑BRT),并延伸智轨一期工程两端分别至株洲西高铁站和四三〇;三期工程建设大丰站过五桥至河西环线智轨系统。

四、项目建设投资

一期工程约8.6亿元。

五、项目效益分析

本项目投资回报率7%左右。

六、项目合作方式

项目拟采取BOT模式建设。社会资本方以投资概算下浮额和资金回报率两项主要指标来对项目进行竞争,择优选择社会资本。

I. Project Background

On June 2, 2017, the world's first intelligentrail train started in Zhuzhou, with a capacity of more than 500 passengers and a maximum speed of 70 km/h; on October 23, 2017, the first intelligentrail experience line in Zhuzhou City was opened, with strong social repercussions. More than 150 groups came to inspect the intelligentrail train. In order to further promote the industrial development, solve the "urban disease", improve the status of Zhuzhou City in the field of rail transitin the whole country, and create the city card of Zhuzhou City, Zhuzhou municipal government plans to carry out the construction of intelligent rail project.

II. Preliminary Work

Presently, the planning scheme of the project has been completed and passed the examination and approval of the investment decision-making committee and the planning committee. The overall investment promotion plan of the project has been prepared and submitted to the government for approval. The section from the Sports Center to the Grand Theatre has been completed; and the feasibility study report for the section from Hunan University of Technology to Xiangyang Square has been prepared and is ready for project review.

III. Project Content

The project will be constructed in three phases: Phase I: Hunan University of Technology-Zhuzhou Railway Station intelligent rail system and Xinhuaqiao-Xiangyang Square intelligent rail system (including the intelligent rail system fromSports Center to Grand Theater); Phase II: Construction of Jianshe Road bus rapid transit system (from Qingshui Square to Lukou, BRT can be considered), and extension of the two ends of Phase I intelligent railproject to Zhuzhou West High-speed Railway Station and 430, respectively; Phase III: The intelligent rail system fromDafeng Station to Hexi Ring Road(crossing No.5 Bridge)will be constructed.

IV. Project Investment

The investment for the Phase I project is about 860 million.

V. Benefit Analysis

The return on investment of the project is approximately 7%.

VI. Cooperation Way

BOT mode is proposed to be adopted. The social investors will competefor the project by two main indexes: the floating amount of investment budget and the rate of return on capital.

株洲氢能储能项目

Hydrogen EnergyStorageProject in Zhuzhou City

一、项目建设背景

氢是一种洁净的二次能源载体,能方便地转换成电和热,转化效率较高。采用可再生能源实现大规模制氢,通过氢气的桥接作用,既可为燃料电池提供氢源,也可绿色转化为液体燃料,从而有可能实现由化石能源顺利过渡到可再生能源的可持续循环,催生可持续发展的氢能经济。随着新型氢气催化剂、储氢材料、新型燃料电池催化剂等关键技术不断实现突破,氢能利用成本也将逐渐降低。截至2019年3月底,全国运营加氢站24座,在建29座,近22个氢能产业园成立,多省市正在开展氢能源汽车的示范运营。

株洲市在省内率先发布《株洲市氢能产业发展规划(2019-2025)》,提出“抓住氢能和燃料电池技术这个世界能源转型和动力专项的重大战略方向,培育壮大氢能产业成为支柱产业”。2019年,合金储氢能量粉产业化项目、中国动力谷氢能研发中心项目落户株洲高新区;储氢材料、燃料电池热电联供系统等各类氢能产品的研发、生产均在有序推进。依托现有产业基础进行氢能储能建设项目很有必要。

I. Project Background

Hydrogen is a clean secondary energy carrier, which can be easily converted into electricity and heat with high conversion efficiency. Large scale hydrogen production can be realized by using renewable energy. Through the bridging function of hydrogen, it can not only provide hydrogen source for fuel cell, but also convert it into liquid fuel in an eco-friendlyway. Thus, it is possible to realize the sustainable cycle from fossil energy to renewable energy and promote the sustainable development of hydrogen economy. With the breakthrough of new hydrogen catalysts, hydrogen storage materials, new fuel cell catalysts and other key technologies, the cost of hydrogen energy utilization will gradually reduce. As of the end of March 2019, there are 24 hydrogenation stations in operation and29 under constructionnationwide, and nearly 22 hydrogen energy industrial parks have been established. Thedemonstration operation of hydrogen energy vehiclesare being carried out in many provinces and cities.

Zhuzhou is the first city in Hunanto issue theDevelopment Plan of Hydrogen Industry in Zhuzhou City(2019-2025), proposing to "grasp the major strategic direction of hydrogen energy and fuel cell technology as a world energy transformation and power project, and fosterand expand the hydrogen industry as a pillar industry". In 2019, the industrialization project of alloy hydrogen storage energy powder and China Power Valley hydrogen energy R&D center project were settled in Zhuzhou High-tech Zone; the R&D and production of hydrogen storage materials, fuel cell cogeneration system and other hydrogen energy products were orderly promoted. It is necessary to build hydrogen energy storage project based on the existing industrial foundation.

The proposed land area of the project is 20 mu, which is mainly used for the construction of a distributed integrated hydrogen energy utilization station.

一、项目建设背景

安全高效发展核电是全面进入清洁能源时代的必然选择,军民融合产业将是未来经济发展的重要增长极。当前中国核电装机及发电量份额都很低,拥有足够的发展空间。湘潭经济技术开发区于2017年1月被正式授予为省级军民融合特色产业园,具备承接军民融合项目的软硬件环境。项目可依托江麓集团、江滨机器、江南机械等军工基础,研发清洁能源生产装备、清洁能源产品,实现国产化,占领国内清洁能源市场。

二、项目前期工作

项目符合湘潭经开区产业发展总体规划、建设用地规划、产业布局规划,目前,已完成三通一平(通水、通电、通路、土地平整),排污、排水等配套设施完善,为项目建设提供了良好的条件。

三、项目建设内容

项目规划用地500亩,拟引进国际、国内军民两用的清洁能源装备生产、锂电池研发及生产企业,打造以核电机器人生产、核能装备特种材料研发、核军工设备研发、第四代反应堆设备研发、核聚变装备研发、锂电池的技术储备和生产制造能力储备的军民两用的清洁能源产业化基地。

I. Project Background

Safe and efficient development of nuclear power is an inevitable choice to enter the era of clean energy. Military-civilian integration industry will be an important growth pole for future economic development. At present, the shares of both installation and power generation of China's nuclear power are very low, thedevelopment spaceis huge. Xiangtan Economic and Technological Development Zone(“Xiangtan ETDZ”)was officially awarded as the provincial military-civilian integration characteristic industrial park in January 2017, with the software and hardware environment to undertake military-civilian integration projects. Relyingon Jianglu Group, Jiangbin Machine, Jiangnan Machinery and other military bases, the R&D of clean energy production equipment and clean energy productswill be conducted to realize localization and occupy the domestic clean energy market.

II. Preliminary Work

The project is in line with the overall industrial development planning, construction land planning and industrial layout planning of Xiangtan ETDZ. At present, three accesses and one leveling (accesses to water, electricity and road, and land leveling) have been completed, and supporting facilities such as sewage discharge and drainage have been improved, providing good conditions for the project construction.

III. Project Content

The planned land area of the project is 500 mu. It is planned to introduce international and domestic enterprises that engage in the production of clean energy equipment(for both military and civil use)and R&D and production of lithium battery, and build anindustrialization base of clean energy(for both military and civil use)with production of nuclear power robot production, special materialsR&D for nuclear energy equipment, R&D of nuclear military equipment, R&D of fourth generation reactor equipment, R&D of nuclear fusion equipment, technical reserve and production capacity reserveof lithium batteries.

IV. Project Investment

The total investment of the project is planned to be RMB 1.5 billion.

V. Benefit Analysis

The project includes four parts: R&D center, pilot plant, production base and headquarters base. The construction period of the project is 4 years. After completion, it is expected to achieve an operating revenue of 1.5 RMB billion.

I.Project Background

With the rapid economic development, the power supply is increasingly tight. In order to meet the demands of electricpower construction, Xiangxiang EDZ plans to build an electric power industrial park, focusing on the development of the circular economy industrial cluster led by the electric power industry, and gradually forming a circular economy industrial park that efficientlyusestheenergy. II.Preliminary Work

一、项目建设背景

大浦镇位于衡东县的西南部、湘江东侧,西南距衡阳市中心城区20公里、衡东县城20公里,四周与珠晖区、衡南县、衡山县交界,为衡阳市东北部区域性中心城镇,素有衡东县“南大门”之称。

项目选址于衡东大浦镇,水陆交通非常发达,大浦通用机场是第一个湖南省通用航空项目、通用航空发展示范基地、航空运动管理中心训练基地,依托通用机场基础发展航空产业,打造航空基地,区位优势非常明显。

二、项目前期工作

通用机场2016年12月动工建设,目前一期工程已基本完工。

三、项目建设内容

项目位于大浦镇东浦社区和浦园社区,规划用地近2000亩,主要分三期投资建设:一期建设800米×30米的跑道、停机场、机库、航管楼等;二期建设研究楼、训练场馆、模拟中心、办公楼、宿舍和食堂等生活配套设施;三期建设800米×30米的跑道延长线、航空职业学校、水上运动中心、游艇俱乐部及后期的基础设施等。

I. Project Background

Dapu Town is located in the southwest of Hengdong County and the east side of Xiangjiang River. It is 20 kilometers away from the central urban areaof Hengyang City and 20 kilometers away from the county seat of Hengdong. It is surrounded by Zhuhui District, Hengnan County and Hengshan County. It is a regional central town in the northeast of Hengyangand is known as the "South Gate" of Hengdong County.

The project is located in Dapu Town, Hengdong. The water and land transportation is very developed. Dapu General Airport is the first general aviation project, general aviation development demonstration base and aviation sports management center training base in Hunan Province. Relying on the general airport foundation to develop the aviation industry and build an aviation base, the location advantage is very obvious.

II. Preliminary Work

The construction of the general airport was launched in December 2016, and the Phase I project has been basically completed.

III. Project Content

The project is located in DongpuCommunity and PuyuanCommunity of Dapu Town.with a planned land area of nearly 2000 mu. The construction of the project is divided into three phases. Phase I: construction of 800 m × 30 m runway, hardstand, hangar, aviation management building, etc.; Phase II:construction of research building, training venue, simulation center, office building, dormitories, canteen and other living facilities; Phase III: construction of 800 m×30 m runway extension line, aviation vocational school, water sports center, yacht club and later infrastructure.

IV. Project Investment

The total investment of the project is about RMB 1.5 billion, including RMB 230 million for phase I and phase II and RMB 1.3 billion for phase III.

V. Benefit Analysis

After the completion of the project, the income and output value can be increased through aircraft production, model aircraft sales, aviation training, etc., and social benefits can be generated through the aviation industry in urban management, emergency rescue, medical aid, etc.

岳阳铁水集运煤炭储备基地

Yueyang Coal Reserves Base through ContainerRailway-waterwayIntermodal Transportation

一、项目建设背景

湖南能源保障先天不足,缺煤、无油、少气,煤炭资源贫乏,分布点多、面广、量少。随着国家推动供给侧改革,省内自有煤矿产能逐步退出。但是,全省煤炭需求规模巨大且稳定。经湘煤集团组织近4个月市场需求调研,汇总全省年煤炭需求10721万吨,省内煤炭缺口8000-9000万吨,煤炭供需矛盾突出,较长期受调煤保电困扰。现有省外铁路煤受制于国家重点运力配置不足、运能季节性波动大;海进江煤炭受制于岳阳港区作业能力不足、海江丰枯水季节性波动大,导致全省煤炭采购区域遍布全国14个省份。2019年10月浩吉铁路(原名蒙华铁路)开通,我省煤炭供、需、运格局将发生根本性改变。

岳阳铁水集运煤炭储备项目(简称岳阳储备基地项目)系浩吉铁路疏运配套项目,是浩吉铁路和海进江入湘的中心枢纽,内河辐射省内水路市场,铁路辐射省内纵深市场,满足国家应急储备辐射长江沿线市场。定位于能源应急保障和战略储备,赋予煤炭市场交易功能和服务调控市场能力。项目将实现浩吉铁路和海进江煤炭集疏运、储备、交易于一体。

湘煤集团作为全省能源保障主平台,服从省政府宏观调控,有稳定自产煤能力,配套有矿区煤矿铁路专线改扩分销基地等优势,将最大程度提升全省煤炭应急保障能力。着力实施打造湖南省煤炭交易中心,将有利于破解湖南年净调入煤炭近亿吨的能源保障瓶颈。

二、项目前期工作

项目是2013年国家发改委批复的浩吉铁路集疏运系统项目,选址岳阳云溪陆城镇南洋洲。项目2019年前已完成港口、铁路两个工程的可研报告,且铁路工程已取得用地预审、环评和规划选址等全部前置文件的审批,港口工程受制于岳阳港《总规》没有完成岸线、环评和规划选址等三项前置文件外,其余如用地预审、社稳、通航等前置文件也均已取得。

三、项目建设内容

项目位于岳阳云溪区陆城镇南洋洲,系浩吉铁路集疏运系统重点配套项目。分为铁路、港口以及储场等工程。

(一)铁路工程

铁路专用线自浩吉铁路坪田站东端引出,出站后向北上跨107国道,沿随岳高速公路西侧北上,于随岳高速公路巴陵互通南侧上跨随岳高速公路、省道301后折向东北方向,平行省道201引入项目后方,线路全长约22.686公里,占地面积为114.3公顷(1714.5亩),采用国铁Ⅱ级标准,按单线铁路设计。翻车机房小区布置在港区南侧铁路沿线上,铁路卸车采用2线2翻翻车机,装车区布置3000t/h定点装车楼一座。

(二)港口及储场工程

港口工程位于长江中游杨林岩水道下段右岸,云溪区陆城镇南洋洲,距岳阳市区20公里,占地面积为61.47公顷(922亩)。项目新建5000吨级(结构兼顾20000吨级)散货进口泊位3个、2000吨级(结构兼顾20000吨级)散货出口泊位4个;码头平台长855米、宽25米,通过2座引桥与后方陆域相连,皮带机栈桥架空跨越长江大堤及省道S201线后引入后方堆场;陆域用地范围位于S201线以东,其中堆存区设5座散货封闭堆场,以满足长江经济带环保新要求(优于防尘网的环保标准);堆场静态堆存容量200万吨,以实现全省煤炭应急保障要求。项目配备6台800t/h桥式抓斗卸船机、2台2400t/h移动轨道装船机以及10台斗轮堆取料机等大型港机设备。

四、项目建设投资

工程总投资估算45亿元,其中铁路专用线投资19亿元,港口工程投资26亿元。

五、项目效益分析

项目对接浩吉铁路、海进江入湘通道,为电力、钢铁、水泥等终端企业提供公共物流服务。同时,发挥煤炭交易中心、省内分销基地的协同优势,通过整合自主煤炭贸易煤量,为项目提供稳定的物流支撑。达到规模后,中期、远期铁水联运煤炭调入量分别为3000万吨/年、4500万吨/年,参照现城陵矶港铁水联运作业费标准30元/吨,中期、远期年营销收入9亿元、13.5亿元。达到规模后煤炭贸易量3000-4000万吨/年,年营销收入200-300亿元,年营业利润2-3亿元,连同铁水储备物流效益,其投资回报率达8%以上。

I. Project Background

Hunan's energy is inherently inadequate, lacking coal, oil and gas. And coal resources in Hunan are poorwith many distribution points, wide areas and small quantities. With the reform of supply side promoted by the state, the capacity of coal mines in the province has been gradually withdrawn. However, the coal demand of the whole province is huge and stable. According to the market demand survey organized by Hunan Coal Industry Group in the past four months, the annual coal demand of the whole province is 107.21 million tons, and the coal shortage in the province is 80-90 million tons. The contradiction between the supply and demand of coal is prominent, thus the province has long been plagued by the problem of coal transfer and electricity conservation. Now, the coal transported through railway outside the province is subject to the insufficient allocation of national key transportation resourcesand the seasonal fluctuation of transportation capacityis great; the sea-to-river transportation of coal is subject to the insufficient operation capacity of Yueyang Port Area and the fluctuation of wet season and dry seasonof seas and rivers is great,thus Hunan has to procure coal from 14 provinces.In October 2019, Haolebaoji-Ji'an Railwaywas put into use, bringing about fundamental changes in the pattern of coal supply, demand and transportation in Hunan

Yueyang Coal Reserves Projectthrough ContainerRailway-waterwayIntermodal Transportation(short for “Yeyang Reserve Base Project”) is a supporting project of Haolebaoji-Ji'an Railway. It is the central hub of Haolebaoji-Ji'an Railwayand sea-to-river waterway into Hunan. The inland river radiates the provincial waterway market, and the railway covers the in-depth markets of the province, so as to meet the national emergency reserve radiating the markets along the Yangtze River. It is positioned in the energy emergency guarantee and strategic reserve, and endows the coal market with trading function and service regulation market ability. The project will realize the integration of Haolebaoji-Ji'an Railwayand sea-to-river coal transportation, storage and trading.

As the main energy security platform of the whole province, Hunan Coal Industry Group is subject to the macro-control of the provincial government, has the advantages like stable coal production capacity, transformed and expanded distribution base with dedicated railway line of coal mines, etc, which will maximize the coal emergency security capacity of the whole province. Efforts will be made to build Hunan Coal Trading Center, so as tosolve the bottleneck of energy security of nearly 100 million tons of net transferred coal in Hunan Province.

II. Preliminary Work

The project is the collection and distribution system project of Haolebaoji-Ji'an Railwayapproved by the National Development and Reform Commission in 2013. It is located inNanyangzhou, LuchengTown, Yunxi, Yueyang. The feasibility study report of port and railway workshas been completed before 2019, and the railway works has obtained the approval of all pre-documents such as land preliminary review, environmental impact assessment and planning site selection. The port worksis subject to theabsence of three pre-documents i.e. bankline, environmental impact assessment and planning site selection in the general planning of Yueyang Port, and all other pre-documents such as land preliminary review, social stability and navigation have been obtained.

III. Project Content

Locating inNanyangzhou, LuchengTown, Yunxi, Yueyang, the project is a matched project of the collection and distribution system of Haolebaoji-Ji'an Railway. It consists of works like railway, port and storage yard.

(1) Railway works

The dedicated railway line is led out from the east end of Pingtian Station of Haolebaoji-Ji'an Railway. After leaving the station, it crosses G107 northward, goes northward along the west side of Suizhou-Yueyang Expressway, crosses Suizhou-Yueyang Expressway and S301 northeastward on the south side of Baling Interchange of Suizhou-Yueyang Expressway. Then it runs to the rear part of the project with parallel to S201. The total length of the line is about 22.686 kilometers, covering an area of 114.3 hectares (1714.5 mu). the project is constructed as per national railway II standard, and designed according to single track railway. The overturning engine room is arranged along the railway in the south of the port area. The two-line two-turning tipper is used for unloading of the railway, and a 3000t/h fixed-point loading building is arranged in the loading area.

(2)Port and storage yard works

The port worksis located on the right bank of the lower section of Yanglinyan watercourse in the middle reaches of the Yangtze River, Nanyangzhou, Lucheng Town,Yunxi District, which is 20 kilometers away from the urban area of Yueyang, covering an area of 61.47 hectares (922 mu). Main items to be constructed include three 5,000-ton(20000-ton is considered as well) bulk import berths and four 2,000-ton (20,000-ton is considered as well) bulk export berths;

the wharf platform is 855 meters long and 25 meters wide, connected to the rear land area through two approach bridges, and the belt conveyor trestle will be overhead across the Yangtze River embankment and S201 and then led to the rear yard; the land area is located to the east of S201 line, and the storage yard is equipped with five closed bulk storage yards to meet the new requirements of environmental protection in the Yangtze River Economic Belt (better than the environmental protection standard of dust-proof net); the static storage capacity of the storage yard is 2 million tons, so as to meet the requirements of coal emergency security in the whole province. Referring to the current operation cost standard of Chenglingji Port with regards to railway-waterwayintermodal transport: 30 yuan/ton, the annual medium-term and long-termmarketing revenueswill reachRMB 900 million and RMB 1.35 billion, respectively. After reaching the scale, the coal trade volume will be 30-40 million tons per year, the annual marketing revenue will be RMB 20-30 billion, and the annual operating profit will be RMB 200-300 million. The project is located in the southern part of Yueyang City, 16km downstream of North Xiangjiang River Bridge in Xiangyin County, boarding South Dongting Lake. The projectsite is about 59km away from Changsha comprehensive hub of Xiangjiang River and 87km away from Sanjiangkou of Chenglingji. After the completion of the project, the transportation of bulk general cargoes, containers and other goods will directly connect with the Yangtze River shipping and the wharf can serve as a handhold for the industrial transfer of Changsha-Zhuzhou-Xiangtan city cluster.

The feasibility study report and geological exploration report of the first phase of the projecthave been prepared. And it has been included in the master plan and submitted to the Ministry of Transport for approval.

The use of natural gas which provides convenient, efficient and cheap residential energy resources for urban residents is also the requirement for the clean, marketization and standardization of urban clean energy. Junshan District is bordered by the Yangtze River in the north and Dongting Lake in the south, with provincial Highway 306 and Yueyang-Changde Expressway running through the east and west as well as Provincial Highway 202 running through the north and south. Its area totals 718 square kilometers and its population totals 250,000, of which the urban population is about 135,000. Junshan District, as one of the three central districts in Yueyang City, has no pipeline natural gas. And it is an urgency to introduce investors to invest the construction.

After voltage regulating in the storage station, the natural gas will be sent to the middle-pressure pipeline network at a pressure of 0.4MPa to lay out the middle-pressure pipeline in the town of Junshan District.

项目建设总库容6850万立方米的水库工程、渠首河床电站、灌区工程等。水库工程枢纽包括粘土心墙土石坝(最大坝高63.7m、坝顶宽度7m、坝长222.1m)、溢洪道(2孔、宽10m、高10m)、右岸灌溉发电引水隧洞(长1034.5m、洞径3.3m)、导流放空洞(长381.5m、洞径4.5m)及渠首河床电站(总装机11.8 MW,多年平均发电量3030kwh );灌区工程渠系分总干渠1条(长20.35km)、干渠3条(长92.9km)、支渠29条、渠系建筑物75处(15467m),总灌溉面积35.63万亩。

The project is located in the upper reaches of Xianshui River, the secondarytributary of Xiangjiang River in Lingling District, Yongzhou City, Hunan Province, and it is 35km away from Lingling City. It is a medium-sized reservoir with a total capacity of 68.5 million m3. The main purpuse of the reservoir is irrigation, however, functions like power generation, tourism development, urban standby water source, and water supply in rural area have also beentakeninto account.

Reservoir works with a total storage capacity of 68.5 million cubic meters, head riverbed power station and irrigation works are going to be constructed. Hexianguan Reservoir Project includes the clay core earth-rock dam (max height: 63.7m; crest width: 7m; length: 222.1m), spillway (two holes, 10m wide and 10m high), power generation water diversion tunnel for irrigation on the right bank (length: 1,034.5m; hole diameter: 3.3m), the diversion hole (length: 381.5m; diameter: 4.5~5m) and the head riverbed power station (total installed capacity: 11.8 MW; annual average generating capacity: 3030kw.h); The canal system of the irrigation area is divided into 1 general main canal (20.35km in length), 3 main canals (92.9km in length), 29 branch canals and 75 canal structures (15,467m in length), with a total irrigation area of 356,300 mu.

V. Benefit Analysis

After the completion of the project, the annual power generation will reach 30.3 million kwh,the irrigated cultivated land area will be 356,300 mu, and the newly increased cultivated land area will be 15,400 mu. 目前民航湖南监管局对该通用机场进行场址审查并批复。现正在与相关部门衔接机场用地调规工作,按一类机场的选址和用地控制,近期按照二类机场规划建设。

The total investment of the project is about RMB 5.6 billion. The guiding investment in the first phase was RMB 600 million, and items to be constructed include airport terminal, airstrip, parking apron, maintenance hangar, control tower, etc.;The guiding investment inn the second phaseis RMB 3 billion, and items to be constructed includeaviation town, pilot training school, pilot club, general aircraft assembly and manufacturing plant, logistics park, multi-functional high-end holiday center; The guiding investment in the thirdphase was RMB 2 billion, and items to be constructed include ecological agriculture, cultural industryand tourism industry.

一、项目建设背景

为发挥通用航空运输不受地形地貌限制的优势,开发特色旅游产品,深度开发特种旅游市场,充分发挥通用航空在防灾减灾、应急救援、森林防火、病虫害防治、空中飞播的作用,按照《湖南省通用航空规划》,在龙山建设通用机场项目,通过建立快捷高效、通达四海的航线体系,缩短区间资本、信息、技术、人才的流通成本,改善县域投资环境。

完成初步选址规划。

三、项目建设内容

按照一类小型机场标准建设,功能定位为文化体育、旅游事业发展、森林防火、病虫害防治和抢险救灾等,分期建设成为满足兼顾直升机、小型固定翼飞机和通勤飞机起降要求,飞行等级为2B,跑道长1200米,修建停机坪、航站楼、陆侧道路、停车场及其他配套设施。

Construct according to the standard of class I small airport. The functions of the project arecultureand sports, tourism development, forest fire prevention, pest control, emergency rescue and disaster relief. The airport will be built in phases to meet the requirements for taking off and landingofhelicopters, small fixed-wing aircraft, and commuter aircraft. The flight ratingis 2Band the runway is 1,200 meters long. Supporting facilties like parkingapron, terminal, landside roads, parking lots, etc. will be built.
